Bulgaria’s Ministry of Transport and Communications has launched a procedure to support intermodal operators and the development of existing terminals. The deadline for submitting project proposals is September 26, 2025.
BGN 34.5 million (EUR 17.5 million) is the total amount of funding provided by the Transport Connectivity Programme 2021-2027. The grant for each individual project starts from BGN 1.5 million (EUR 760,000) to BGN 4 million (EUR 2 million), with applicants receiving financial support from the Transport Connectivity Programme in the amount of up to 50% of the eligible implementation costs.
The procedure for selecting project proposals for the provision of grants is implemented with the financial support of the European Regional Development Fund.
The funds are provided for the purchase of new zero-emission shunting equipment, the implementation of modern IT systems for transport management, as well as for improvements in the railway and road infrastructure of the terminals. The investments are aimed at all regions of the country, except for the South-West region.
The intermodal operators eligible to secure the financing include operators of railway terminals, port operators, river and sea operators as well as operators of logistics and forwarding terminals in the interior of the country.

The aim of the programme is to support intermodal operators of combined transport terminals by providing funds for the modernisation and expansion of existing infrastructure.
Bulgaria lacks a national network of intermodal terminals to serve the needs of rail and water freight transport, and the existing terminals do not meet the requirements for modern freight transport services. Another issue is that the existing opportunities for the development of intermodal transport are not used.
In addition, there is a lack of connections and coordination between different modes of transport, which hinders the development of intermodal transport. The terminals do not have sufficient storage, operational areas and infrastructure for intermodal transport, as well as modern effective equipment and IT systems for management and effective organisation of their work and activities.
The share of intermodal transport in the country is insignificant compared to road transport, especially in terms of domestic transport, where the competitiveness of road transport is much higher. Part of the reasons for the lack of competitiveness of intermodal transport are due to both the longer time for this type of transport and the additional costs associated with intermodal transport, such as the costs of transshipment services. The development of multimodality in Bulgaria, including the construction of intermodal terminals and the enhancement of connections between various modes of transport, represents a critical area for improving the country’s transport infrastructure. This initiative aims to facilitate smoother and more efficient movement of goods, enhancing Bulgaria’s position as a central hub within the European transport network.

Investments under programme’s Priority 3 will contribute to the development and expansion of intermodal terminals for combined transport, thus creating the necessary conditions and prerequisites for carrying out multimodal operations. The procedure to support intermodal operators as well as infrastructure modernisation and expansion contributes to the implementation of the European policy for the priority use of environmentally friendly modes of transport, by increasing the share of intermodal transport in the total share of transport in Bulgaria.
