San Antonio International Airport (SAT), operated by the City of San Antonio Aviation Department, has outlined progress and plans for several infrastructure and design initiatives at a City Council session.

The airport delivered a post-solicitation update on its Airfield Design Services for the Airfield Safety Enhancement and Improvements Program (ASEIP). The programme covers proposed upgrades to Runway 13L–31R and associated taxiway facilities in line with the Federal Aviation Administration (FAA)-approved Airport Layout Plan.

Design work under ASEIP is being coordinated with the FAA-led National Environmental Policy Act (NEPA) Environmental Impact Statement (EIS) process. Airport officials noted that advancing design activities at this stage supports regulatory coordination, technical analysis and public engagement, while ensuring that no construction decisions are finalised before completion of the EIS and issuance of a Record of Decision.

The airport also provided a briefing on Architectural Design Services for the Terminal A and B Reconfiguration and Rehabilitation Programme (TABRR). The project includes planned upgrades to hold rooms, restrooms, interior finishes and other passenger areas.

The selected design firm will work alongside the Construction Manager at Risk, with final design completion scheduled to align with the opening of the new terminal facility in summer 2028. Improvements to Terminals A and B were previously approved as part of the Airline Use and Lease Agreement authorised in September 2024.

In addition, a pre-solicitation briefing was presented on the proposed Centralised Receiving and Distribution Centre (CRDC). The facility is intended to function as a single secure location for the receipt, inspection and distribution of concession-related goods. A third-party operator, to be selected through a request for proposals process, would manage logistics, security screening and temperature-controlled storage before deliveries are transferred to airside locations.

The briefings outlined the airport’s ongoing planning efforts related to infrastructure, safety and operational capacity as passenger demand and facility requirements continue to evolve.
