Toyota is committing more resources to China's hydrogen future, revealing a new joint venture with the Chinese conglomerate Shudao Investment Group to establish a significant hydrogen fuel cell manufacturing facility in Chengdu, Sichuan Province.
The "Shudao Toyota Hydrogen Fuel Cell Smart Manufacturing Base" intends to establish itself as the leading hydrogen center for commercial vehicle use in the area, with a total investment of 1 billion yuan (around 20 billion yen or $124 million).
During the 2025 “Invest Chengdu” Global Investment Attraction Conference, Akita Takashi, Senior Executive VP of Toyota Motor (China) Investment, highlighted the significance of the company’s enduring partnership with Sichuan Province, pointing out that its inaugural China plant was established there in 1998. “Akita mentioned that they aspire to maintain the trust-based relationship established and grow their business collaboratively.”

The new initiative has been contracted and set to be operational by the end of the year, and it will manufacture hydrogen fuel cell systems, FC stacks, and vital components to assist various commercial vehicles, such as large trucks, dump trucks, buses, and municipal sanitation vehicles. It will unify R&D, manufacturing, sales, and service functions in a single location, coinciding with Toyota's broader strategic aim to “actively contribute to China's 'double carbon' goal of reducing carbon dioxide (CO2) emissions and achieving net-zero emissions.”
Important reasons for selecting Chengdu are its capacity to provide cost-effective hydrogen gas, its abundant green energy sources, and the developing Chengdu-Chongqing Hydrogen Corridor, anticipated to boost demand for hydrogen-fueled transportation. Assistance and incentives from local government, such as reduced highway tolls for fuel cell vehicles, were instrumental in finalizing the agreement.
Toyota, which led the way in mainstream hydrogen mobility with the 2014 introduction of the Mirai, has been steadily increasing its involvement in China's hydrogen sector. The new joint venture expands an increasing portfolio that features earlier partnerships, such as United Fuel Cell System R&D (Beijing) and Huafeng Fuel Cell Co., Ltd., established between 2020 and 2021. Through this recent pledge, Toyota solidifies its goal to be a key participant in the development of China’s hydrogen supply chain.

The Pentagon’s push to reinforce the US Navy’s shipbuilding capacity has taken a major step forward with the recent $5 billion Maritime Acquisition Advancement Contract. Awarded through the Defense Logistics Agency Maritime Mechanicsburg, the agreement is intended to accelerate ship part manufacturing and modernize procurement for an array of Navy vessels. As the Navy grapples with aging shipyards and supply chain delays, this contract signals a renewed effort to maintain maritime superiority.
The Maritime Acquisition Advancement Contract (MAAC) is structured as an indefinite-delivery/indefinite-quantity agreement with five annual options, each valued at $1 billion. If fully exercised, the contract could reach a ceiling of $10 billion over five years. By streamlining administrative processes and consolidating procurement for critical components, the MAAC is designed to trim long lead times that have historically slowed delivery of essential equipment.
Elizabeth Allen, deputy director at DLA Maritime Mechanicsburg, emphasized that the new contracting vehicle will significantly cut administrative delays that have challenged Navy shipbuilding timelines for years. The contract covers components for Virginia-class nuclear-powered submarines, surface combatants and emerging unmanned systems.
A standout aspect of the contract is its emphasis on engaging small businesses to strengthen the Navy’s supply chain. Six companies, SupplyCore, Atlantic Diving Supply, Culmen International, ASRC Federal, Fairwinds Technologies, and S&K Aerospace, will supply a diverse range of components for the Navy’s expanding fleet.
SupplyCore, for example, will help provide parts spanning carriers, cruisers, destroyers and unmanned vessels. According to Peter Provenzano, the company’s president and CEO, the award underscores SupplyCore’s ongoing commitment to sustaining operational readiness across the service’s complex mix of vessel types.
The Navy has faced repeated setbacks in meeting its goal of delivering two Virginia-class submarines each year, with delays tied to workforce shortages and supply chain disruptions. The MAAC is part of a broader push to tackle these constraints by leveraging more flexible contracting and expanded supplier networks.
In tandem with the contract, the Navy continues to experiment with technologies such as Augmented Reality Maintenance Systems to ease troubleshooting at sea. It is also deploying 3-D printing capabilities to fabricate essential ship components more rapidly. Combined with a request for nearly $1 billion in drydock modernization in its fiscal 2026 budget, these initiatives reflect the Navy’s effort to modernize aging infrastructure and sustain fleet readiness.
Speeding up the delivery of key ship parts will play a vital role in bolstering the Navy’s combat capability at a time when maritime competition is intensifying. By tapping into the flexibility of small businesses and modern procurement practices, the MAAC aims to shore up production rates for Virginia-class submarines and keep pace with operational demands.
Beyond immediate production needs, the contract reflects the Pentagon’s commitment to reshaping how it manages complex supply chains and strengthening critical defense manufacturing capacity in the US.

TAIPEI, Taiwan—Wiwynn Corp., a supplier of artificial intelligence (AI) servers and components, plans to invest $300 million to build its first US assembly plant in Texas to avoid U.S. tariffs.
Wiwynn operates assembly plants in Taiwan, Mexico and Malaysia.
Domestically, Wiwynn is also increasing its capacity. The company increased capital expenditures by about 29 percent for its new assembly plant at the at the Southern Science Park in Taiwan.
Wiwynn supplies data centers to several major U.S. tech companies, including Meta Platforms Inc. and Microsoft Corp.

Williams International Invests $1B To Build Aviation Gas Turbine Engine Manufacturing Facility In FloridaWilliams International has announced plans to build a high-volume aviation gas turbine engine manufacturing facility in Crestview, Florida. The company, which designs, manufactures, and supports aviation gas turbine engines, is investing more than $1 billion in the project, creating over 330 jobs.
The facility will be developed in three phases within the Shoal River Industrial Park in Okaloosa County. The first building, totaling 250,000 square feet, is scheduled to begin construction later this year and be completed by late 2026. Additional phases are set for 2028, with the final 500,000-square-foot facility planned for the 2035–2036 timeframe.
Support for the project includes a $3.2 million award from the Florida Job Growth Grant Fund to expand manufacturing in the region. FloridaCommerce collaborated with CareerSource Florida, Florida’s Great Northwest, Space Florida, Okaloosa County, and Triumph Gulf Coast to help bring the project to fruition.
In a recent quote, Gregg Williams, Chairman, President, and CEO, Williams International, said, “We are very excited about starting our next phase of growth in Northwest Florida. We are grateful to the Triumph board and for the strong, unified support from all of our Florida stakeholders that will enable us to create many high quality, high technology jobs producing the world’s best gas turbine engines.”
Governor Ron DeSantis, Governor of Florida, added, “This billion-dollar investment is a major win for the Free State of Florida and for Floridians. Williams International’s investment in the Florida Panhandle will create more than 330 jobs, and is a success story of the Florida Job Growth Grant Fund in Northwest Florida.”

Gcl Optoelectronics Finishes 1 Gw Perovskite Pv Module Factory In ChinaGCL Optoelectronics, a unit of GCL Group, has officially commissioned its perovskite photovoltaic module base in Kunshan, China's Jiangsu province. It is the world’s first gigawatt-scale manufacturing facility for perovskite solar modules.
The first phase of the plant, with a nameplate capacity of 1 GW, broke ground in May 2024 and was completed in just over a year. The second phase will expand capacity to 2 GW, depending on market demand. With a total planned investment of CNY 5 billion ($696.9 million), the facility will serve as GCL’s global R&D headquarters and the future listed platform for its perovskite operations.
The Kunshan plant builds on GCL’s early position in perovskite technology, following the launch of its 100 MW pilot line in 2021. The company has since achieved several technical breakthroughs, including certified single-junction module efficiency of 19.04% and tandem cell efficiency of 29.51%, placing it among global frontrunners.
GCL’s large-format modules, measuring up to 1.2 meters by 2.4 meters, are the largest of their kind and have passed TÜV Rheinland’s triple IEC stability certification.
To accelerate innovation, GCL has partnered with Suzhou Laboratory and Soochow University to establish the world’s first AI-driven high-throughput perovskite research center, located on-site. The lab integrates artificial intelligence with high-throughput experimentation to optimize materials formulation and process design.
The company said its modules have already undergone field validation in diverse environments, including high-altitude sites in Qinghai province, demonstration projects in the Gobi Desert, and coastal building-integrated photovoltaics (BIPV) pilots. These projects reportedly demonstrate the adaptability of GCL’s perovskite technology to extreme UV radiation, temperature swings, and saline or dusty conditions.
GCL plans to scale up production through a dual-track strategy of mass manufacturing and application-specific demonstrations. It is also exploring integration of perovskite modules with long-duration storage and green hydrogen systems to support a vertically integrated low-carbon energy ecosystem covering solar power, green chemicals, and data computing.

DALLAS—Texas Instruments plans to invest more than $60 billion across seven U.S. semiconductor fabs, the largest investment in foundational semiconductor manufacturing in U.S. history.
TI is expanding its U.S. manufacturing capacity to supply the growing need for semiconductors for vehicles, smartphones, data centers and other technologies. Combined, TI’s new manufacturing sites in Texas and Utah will support more than 60,000 U.S. jobs.
“TI is building dependable, low-cost 300-millimeter capacity at scale to deliver the analog and embedded processing chips that are vital for nearly every type of electronic system,” said Haviv Ilan, president and CEO of Texas Instruments. “Leading U.S. companies such as Apple, Ford, Medtronic, NVIDIA and SpaceX rely on TI’s world-class technology and manufacturing expertise, and we are honored to work alongside them and the U.S. government to unleash what’s next in American innovation.”
The investment includes building and ramping seven, large-scale, connected fabs. Combined, the facilities will manufacture hundreds of millions of chips daily.

Mumbai Airport Raises $750M Through Bond For ModernizationThe private company managing Mumbai’s Chhatrapati Shivaji Maharaj International Airport (BOM) has lined up $1 billion in financing that it plans to invest in modernizing the airport.
BOM is India’s second busiest gateway, handling 54.8 million passengers in 2024—a 6.3% increase year-on-year. The modernization plan will include the redevelopment of Terminal 1, with work expected to start later this year.
The phased project will overhaul the terminal to serve domestic operations, with provisions for future international integration. Once complete, Terminal 1 will boost its annual passenger handling capacity by 42% to 20 million. Planned infrastructure upgrades include installation of a district cooling system, electrical substations, and a new baggage handling system. A multi-modal transport hub is also in development, providing direct links to metro and bus stations.
Adani Airports Holdings said the money has been secured through “India’s first investment grade rated private bond issuance in the airport infrastructure sector.” Adani Airports has initially raised $750 million through the issuance of notes maturing in July 2029. The financing structure enables raising an additional $250 million in the future, according to the company.
“This framework will provide enhanced financial flexibility for the capital expenditure program of [BOM] for development, modernization and capacity enhancement,” Adani Airports said.
A “syndicate of leading institutional investors and insurance companies” participated, the company noted, including Apollo Global Management, BlackRock and Standard Chartered.
The willingness of the investors to buy bonds points to “global confidence in India’s Infrastructure opportunity and Adani Airports’ operating platform,” the company said. “Backed by [BOM’s] stable asset base and cash flows and operational excellence, the notes are expected to be rated BBB-/stable.”
Adani Airports CEO Arun Bansal said the success of the bond issuance reflects the “robust fundamentals of Mumbai International Airport and our commitment to sustainable infrastructure development,” adding the company aims to “deepen our access to global pools of capital.”
The Airports Economic Regulatory Authority of India recently changed the passenger user fee structure at BOM, increasing fees on international travelers, another means of providing more money to the airport.
Construction of the new Terminal 1 is expected to be completed by 2028 or 2029, with the existing structure slated for demolition during the initial phase. Terminal 2 and the upcoming Navi Mumbai International Airport (NMI) will handle displaced capacity during the redevelopment.
Adani Airports Holdings is also spearheading the development of NMI, which is targeted to begin commercial operations in the third quarter of 2025. The $2 billion project broke ground in August 2021. While an exact opening date has not been confirmed, a NOTAM issued in May by the Airports Authority of India indicated operations will not commence before Aug. 6.

Updated Sasc Reconciliation Bill Directs $1 Billion To X-37BLawmakers want to give the U.S. Space Force $1 billion to support the X-37B Orbital Test Vehicle program under the proposed budget reconciliation bill, congressional documents show.
The Senate Armed Services Committee (SASC) on June 25 released updated legislative language of the defense portion of the reconciliation bill, hailing the collaboration with its House counterpart and with the White House and Defense Department.
The proposed $1 billion plus-up for the X-37B program is part of a pot of money dedicated to the “Enhancement of Department of Defense Resources to Improve United States Indo-Pacific Command,” with a five-year authorization period, according to legislation text shared by SASC Chairman Sen. Roger Wicker (R-Miss.).
The U.S. Space Force maintains two Boeing-built unmanned, reusable X-37B spacecraft, while the Air Force Rapid Capabilities Office (RCO) manages the program. Queries to SASC, the U.S. Space Force and the Air Force RCO regarding the funding increase were not answered by press time June 25. A Boeing spokesperson referred queries to the U.S. Space Force.
The X-37B completed its seventh mission March 7 after more than 434 days in orbit. During that mission, the spaceplane was launched for the first time on a SpaceX Falcon Heavy rocket and debuted operations in a highly elliptical orbit, before conducting a novel aerobreaking maneuver to shift into low Earth orbit.
With Mission 7 complete, the X-37B has spent more than 4,208 days on orbit since it was first launched on April 22, 2010. The Space Force is using the system as an on-orbit testbed and data collector in order to evaluate new technologies, to better understand similar adversarial platforms and to design new training environments, Chief of Space Operations Gen. Chance Saltzman told Aviation Week in January.

Kazakhstan, China Launch $66.4B Industrial Projects DealKazakh Prime Minister Olzhas Bektenov led a meeting focused on Kazakhstan-China collaboration to review the advancement of investment projects agreed upon during discussions between Presidents Kassym-Jomart Tokayev of Kazakhstan and Xi Jinping of China, as reported by the Government's press service via Kazinform News Agency.
In Kazakhstan, 224 industrial projects totaling 66.4 billion US dollars are being undertaken with the involvement of Chinese investors. Approximately 50,000 jobs will be created. China is listed as one of the top five biggest investors in Kazakhstan's economy, having invested 26.4 billion US dollars in the country from 2005 to 2024.
The PM emphasized that the recent trip of China’s President to Kazakhstan encouraged collaboration between the two nations and underscored the significance of the Industrial and Innovation Cooperation Forum Central Asia – China conducted in Astana. Eighty commercial contracts totaling 24 billion US dollars were signed alongside the forum.
He reminded Kassym-Jomart Tokayev of the goal to secure at least 150 billion US dollars in foreign investments by 2029. In this regard, collaboration with China, a major economic force and Kazakhstan's essential investment ally, continues to be the nation's primary focus. President Xi Jinping's recent visit to Kazakhstan, prompted by an invitation from the Head of State, reaffirmed the strong political and economic ties between the two countries.

PM Beketnov emphasized the importance of accelerating efforts in the Abai, East Kazakhstan, and West Kazakhstan regions, fostering collaboration with partners, and presenting specific initiatives. The meeting centered on the creation of new agreements established between the regions and Chinese partners during the Central Asia-China Forum.
The Almaty region finalized seven agreements totaling more than 6 billion US dollars, encompassing initiatives in the green economy, logistics, agro-industrial complex, and manufacturing sector. The city of Astana, along with the Kyzylorda and Turkistan regions, proposed their initiatives in the infrastructure, agro-industrial, and manufacturing sectors.
After the meeting, state and local executive authorities were tasked with ensuring the implementation of the signed agreements.

The clean energy manufacturing industry in the United States is no longer a niche segment. It has become a central pillar of the national economy. As of 2025, the sector supports approximately 122,000 jobs and contributes $18 billion to the US gross domestic product. This momentum has been fueled by federal incentives, state-level clean energy mandates, and a global push for sustainable technologies. Yet, amid this growth, looming policy shifts threaten to slow progress and destabilize a key component of the country’s industrial future.
Clean energy manufacturing has emerged as a significant economic force. According to data from the American Clean Power Association, the sector is projected to reach $86 billion in GDP contribution and support 579,000 jobs by 2030. That represents a fivefold increase in jobs and more than quadruples the current GDP contribution.
Solar manufacturing leads this growth. The segment includes more than 90 facilities and employs over 75,000 workers. It generates $5.9 billion in earnings and contributes $11.5 billion to the economy. The average salary in clean energy manufacturing exceeds the national average by $42,000, offering high-quality jobs that support middle-class households.
Federal legislation has been pivotal to the sector’s expansion. The Inflation Reduction Act, passed in 2022, provided robust incentives for domestic manufacturing, which helped drive capital investment and accelerate project development. Since then, dozens of new manufacturing plants have been announced or have begun operations, particularly in solar panel and battery production.
However, recent regulatory uncertainty has created a chilling effect on further investments.
