Aggregate production declines for third consecutive year, BDS report

BDS have published their ‘Estimated Outputs (2024) of Aggregate Sites in Great Britain’ report, showing total aggregate production exceeding 165 million tonnes, but marking a third consecutive year of decline.

Crushed rock accounted for around 70% of output, with the remainder split between land-won and marine sand and gravel. The market remains dominated by five major producers – Breedon, CEMEX, Heidelberg Materials, Holcim UK and Tarmac – which together account for over 70% of national output, with Tarmac identified as the largest producer.

Despite weak production trends, BDS recorded more than 30 new reserve planning permissions granted across ten regions between January and September 2025, offering some longer-term supply reassurance.
