– STV today announced a major design amendment and early works package that accelerates Phase 2 of the City of Kyle’s Wastewater Treatment Plant (WWTP) expansion. As part of the city’s $200 million-plus investment in its wastewater treatment improvements, STV is leading the expansion project, introducing advanced nutrient removal technologies and upgraded equipment to double the plant’s flow capacity and achieve compliance with new regulatory requirements ahead of schedule.

The accelerated timeline will deliver treatment capacity 22 months ahead of the original schedule, with the first phase expected to be operational in late 2026. As lead engineer, STV is overseeing design, permitting, bidding and construction phase services for enhancements including:

These improvements will increase capacity from 4.5 million gallons per day (MGD) to 9.0 MGD, ensuring the city can keep pace with rapid growth. Kyle’s population has surged more than 800% since 2000 and is projected to become Hays County’s largest city. To meet this demand, the facility improvements are anticipated to deliver 6 MGD of type-1 water by November 2026 and the full 9 MGD by September 2028. Type-1 reclaimed water is the highest quality short of potable, that’s safe for ponds, lakes and rivers.

The city’s WWTP expansion is part of a broader infrastructure strategy to plan for Kyle’s growth and protect water resources. STV has worked with the city on important water and wastewater projects since 2017, delivering design services for wastewater interceptors and lift station improvements and the development of the city’s Water and Wastewater Master Plans as well as the Aquifer Storage and Recovery Study.
