Ukrainian energy company DTEK has announced plans for a €450 million ($471 million) expansion of its Tyligulska wind farm on the Black Sea coast.
The plan will see the windfarm grow by 64 turbines and increase capacity from 114MW to 500MW.
An agreement has been finalised with Vestas for the supply of the turbines. Vestas will begin construction in Q1 2025, and expects to complete the turbines in Q4, 2026.
At full capacity, Tyligulska will produce 1.7 TWh of electricity a year – providing enough electricity to power up to 900,000 Ukrainian homes.
DTEK has already started laying cables and foundations and expects construction and expansion to be completed by the end of 2026.

DTEK shareholder Rinat Akhmetov said: “Our goal is not only to restore what was destroyed by Russia, but also to lay the foundation for economic growth. The agreement on the construction of the second stage of the Tyligulska wind farm — the largest green energy facility in the country — during the war is also the creation of a strong and independent Ukrainian energy industry. It is also a sign of trust from our European partners.”

The project expansion will be financed through bank loans totaling €370 million, backed by guarantees from the state-owned Export and Investment Fund of Denmark. DTEK is financing the remaining cost of the project.
Phase one of the Tyligulska wind power plant started operating in May 2023 and produces 0.4TWh per year.
DTEK is working towards achieving a 2GW renewables portfolio in Ukraine by 2030. To this end, the company is planning another 650MW wind farm in Poltava and is working to deliver 200MW of large-scale battery storage across the country by next October.
