Miami-based project developer UGT Renewables plans to build a 3 GW solar park in Iraq.
The company signed an agreement with the Iraqi government for the project in May and met with Electricity Minister Ziyad Ali Fadel earlier this week. A statement from the minister said the meeting, which also included British Ambassador to Iraq Irfan Siddiq, focused on implementing the agreement and strengthening cooperation in solar energy projects.
Under the agreement, the 3 GW solar project will include up to 500 MWh of energy storage and 1,000 km of HVDC transmission lines. It will also feature a two-year program for technology transfer, training, and operations and maintenance.
The project is backed by the Export-Import Bank of the United States and UK Export Finance. J.P. Morgan is serving as lead bank. Project timelines and site locations have not yet been announced.
Iraq’s cumulative solar capacity stood at 42 MW at the end of 2024, according to the International Renewable Energy Agency (IRENA). The country has set a target of 12 GW of solar by 2030.
In May, Iraq’s first solar-powered village began operating.

New Jersey Launches 2 Gw Energy Storage ProgramThe New Jersey Board of Public Utilities (NJBPU) has approved phase 1 of the Garden State Energy Storage Program (GSESP). It is a multi-phase program designed to deploy 2,000 MW of energy storage by 2030. The program aims to expand the amount of grid-scale energy storage capacity in New Jersey.
Phase 1 of the program will procure at least 1,000 MW of larger projects directly connected to the main power grid through competitive bidding. The first phase consists of two tranches. The first solicitation aims to award 350-750 MW. The second solicitation will be prepared for the first half of 2026. It will secure the capacity remaining to reach the 1,000 MW target for phase 1 of the program.
Furthermore, the second phase is expected to be launched in 2026. It will focus on incentives for smaller energy storage systems connected to local distribution grids. GSESP may have a potential third phase to introduce a performance-based incentive for transmission-scale systems. The third phase is currently being evaluated.

Rvunl Floats Tender For 1 Gw Bess Projects In RajasthanRajasthan Rajya Vidyut Utpadan Nigam Limited (RVUNL) has issued a request for selection to set up 1,000 MW/2,000 MWh standalone battery energy storage systems (BESS) at six locations in the state. The projects will receive viability gap funding support from the Ministry of Power. The BESS projects are planned at Chattargarh (200 MW/400 MWh), Bandu (200 MW/400 MWh), Pugal (100 MW/400 MWh) in Bikaner; and Bhawad (300 MW/600 MWh), Bap (100 MW/200 MWh), and Palli (100 MW/200 MWh) in Jodhpur.
According to the tender guidelines, the scope of the project includes setting up the BESS, which will be made available to RVUNL for on-demand charging and discharging. The charging and discharging schedule will be managed by RVUNL or Rajasthan Urja Vikas and IT Services Limited. The systems will be charged using power supplied by Rajasthan Rajya Vidyut Prasaran Nigam Limited. Additionally, the scope also involves establishing an interconnection with the state transmission utility network.. Each bidder will be allotted a maximum of 250 MW/500 MWh. The bidders, including parent, affiliate, ultimate parent, or group companies, must submit a single bid offering one or multiple projects within the allowed capacity.
Selected bidders must bear the complete construction cost up to the interconnection point, which includes transmission lines, bay connections, bus bar extension or augmentation, and protection relay augmentation. Additionally, they must obtain all necessary consents and approvals and provide operations and maintenance services. RVUNL may allot project land on actual charges, or the selected bidders may arrange land themselves, with RVUNL offering assistance in identification and acquisition. The tender is battery technology agnostic but mandates the use of only commercially established and operational technologies. The bidders must submit a money deposit of Rs 210,000 per MWh. The deadline for bid submission is August 4, 2025.
According to the eligibility criteria, the bidders must also have a minimum net worth of Rs 2 million per MWh of the quoted capacity, as of the end of the preceding financial year on the bid opening date.

Seci Floats Tender For 1.2 Gw Solar Projects With 3.6 Gwh EssThe Solar Energy Corporation of India Limited (SECI) has invited bids for the development of 1,200 MW of interstate transmission system (ISTS)-connected solar power projects, integrated with 600 MW/3,600 MWh of energy storage systems (ESS). The projects will be implemented on a build-own-operate basis.
According to the tender guidelines, the scope of work includes installation of ESS with a minimum capacity of 0.5 MW/3 MWh for every 1 MW of the contracted solar power. Developers are required to bid for a minimum cumulative capacity of 50 MW and can bid up to a maximum cumulative capacity of 600 MW. The ESS can either be owned by the developer or sourced from a third-party provider. All projects must be ISTS-connected and are to be located at sites selected by the developers at their own cost and risk. Projects can be established at multiple locations with different delivery points. However, the ESS must be co-located with at least one of the project components.
SECI will enter into a 25-year power purchase agreement with the selected developers. Power generated from these projects will be procured by the SECI and sold to various buyers across India through back-to-back agreements, with the SECI acting as the intermediary nodal agency. The last date for bid submission is August 20, 2025.

Waaree Energies To Move 6 Gw Solar Module Project To New Sites In IndiaFrom pv magazine India
Waaree Energies' board has approved a change in the location of its planned 6 GW ingot-to-solar module manufacturing project.
The company secured the project with incentives of INR 19.23 billion ($221.6 million) under the second round of the Indian government’s production-linked incentive (PLI) scheme for high-efficiency solar modules. It was initially planned for Odisha, as stated in the company's October 2024 IPO prospectus. It was to be partially financed through net proceeds from the public issue.
The board approved relocating the manufacturing to multiple sites across Gujarat, Maharashtra and other potential states, citing delays in project execution in Odisha. The revised plan includes a 3 GW module facility in Samakhiali, Gujarat; another 3 GW module facility in Gujarat, Tamil Nadu or other locations; a 6 GW cell facility in Unn, Gujarat; and a 6 GW ingot and wafer facility in Nagpur, Maharashtra.
Waaree Energies said the relocation aims to expedite implementation and ensure effective use of IPO proceeds. The company added that the overall capital outlay for the new plan remains unchanged and provided a breakdown of the planned capital expenditure.

SECI has launched a tender for the development of 1.2 GW of ISTS-connected solar projects, integrated with 600 MW/3,600 MWh of energy storage systems, on a BOO basis.
SECI will sign 25-year power purchase agreements (PPAs) with the successful bidders for the procurement of solar power from these projects. The power will then be sold to various buying entities across India, with SECI acting as an intermediary nodal agency facilitating back-to-back transactions between solar developers and buyers.
A developer must bid for a minimum cumulative capacity of 50 MW and a maximum of 600 MW. The solar developer must install storage capacity of at least 0.5 MW/ 3 MWh for each 1 MW project capacity contracted under the PPA. The storage component may either be owned by the solar developer or tied-up separately with a third-party.
“The projects shall be located at the locations chosen by the developer at its own discretion of and cost, risk and responsibility. A single project can be set up at multiple locations with different delivery points,” said SECI in the tender document. “The ESS component needs to be co-located with the project, however, in case of a project located at multiple locations, the ESS needs to be co-located with at least one of the components.”

Hybrid Plants ‘Fastest Way’ To Unlock 8 Gw Of Solar Capacity In Turkey, Says EmberPairing PV with wind and hydroelectric plants could unlock 8 GW of solar capacity in Turkey, bypassing grid constrains, according to think tank Ember.
Çağlar Çeliköz, energy analyst at Ember and author of the 42-page report “Türkiye can bypass grid constraints with hybrid solar power plants”, told pv magazine that changes to regulation could accelerate PV deployment.
“The fact that hybrid power plants do not require a new grid investment provides an opportunity to increase the installed solar power capacity and electricity generation in the fastest way by using existing grid infrastructure,” said Çeliköz.
Turkey’s total installed electricity generation capacity of 119 GW is split between 98 GW of licensed power plants selling to the grid, and 21 GW of capacity from unlicensed plants, which are built for self-consumption but can sell excess generation to the grid within legal limits.
The majority of existing PV capacity in Turkey comprises unlicensed power plants, according to Çeliköz, who said solar accounted for 20.3 GW (96%) of unlicensed power plant capacity as of May 2025. Installed PV capacity among licensed generators was 2.3 GW.
Ember estimates that removing barriers to hybrid solar plants could increase current installed solar capacity in Turkey by at least 35%. The think tank examined hourly production data from existing licensed hydroelectric and wind power plants, simulated solar electricity generation by location and added this to the plants’ production. Modeling assumed any electricity produced exceeding a plant’s connection capacity would be sold for free, with the rest sold at the hourly spot electricity prices of 2024. The analysis covered the hybrid potential of privately owned hydroelectric and wind power plants with a total installed capacity of 29 GW.
Ember found 8 GW of hybrid solar potential from plants that could offer return on investment within 10 years, Çeliköz said. Unlocking that potential will require changes to regulation, according to the Ember analyst.
Lack of available grid capacity is holding back deployment for licensed power plants. Ember found there has been 0 GW of available capacity for connections at transmission level since September 2024. Hybrid plants are treated like new projects by the Turkish Electricity Transmission Corporation, which means they are subject to delay despite making use of an existing grid connection. Çeliköz argued changing this “should be a priority.” “Hybrid plants should be evaluated without waiting for TEİAŞ’s capacity announcements,” he said.
Capacity limits placed on hybrid plants should also be amended, Çeliköz told pv magazine. Limits are currently allocated based on the power plant’s primary generation source. “The highest hybrid capacity that a power plant can receive regardless of its installed capacity is limited to 100 MW,” said Çeliköz. “To unlock the full hybrid potential, this capacity limitation should be removed and investors should be allowed to determine the hybrid capacity themselves.”
Rules on where PV can be situated at a hybrid plant have also hindered deployment. Çeliköz said a legal requirement that hybrid plants be built within or adjacent to the primary power generating source was one of the most significant barriers to deployment, particularly for hydropower plants. He recommended Turkey’s Energy Market Regulatory Authority (EMRA) revise the rule to allow hybrid plants to be installed “elsewhere within the same substation.”
“This would enable investors to develop hybrid solar systems on technically and legally appropriate land and connect them to the main plant via dedicated lines,” he said.
Despite roadblocks, the number of hybrid plants has been growing in Turkey, with more anticipated. Ember recorded 25 existing hybrid solar plants in the country, and these added 14% to the output of hydroelectric and wind plants they were connected to in 2024. Installation permits have been granted for 3.5 GW of hybrid solar projects in the past four years, according to Ember, however only 41% (1.4 GW) of this licensed PV power plant capacity has been installed.

China’S Sunrev Solar To Build 2 Gw Solar Cell, Module Factory In EgyptChinese solar company Sunrev Solar will build an integrated industrial complex for solar components in Egypt’s Ain Sokhna industrial zone, which is part of the Suez Canal Economic Zone in the east of the country.
A signing ceremony took place last week between Sunrev Solar and the Egyptian government, attended by Egypt’s Prime Minister Mostafa Madbouly. The first phase will include two integrated factories producing 2 GW of solar cells and 2 GW of solar modules. The cornerstone was laid last week, with completion expected in the first half of 2026.
The second phase will localize production of raw materials including silicon ingots and silicon wafers. Together, both phases will cover 200,000 square meters.
The total investment value is estimated at $200 million, making it one of the largest industrial renewable energy investments in the Suez Canal Economic Zone. The first phase will cost $90 million and the second $110 million.
The Egypt State Information Service said the project will create more than 1,800 direct jobs across both phases. Exports of products from the complex to regional and international markets are expected to generate $300 million in annual revenues.
He Fei, managing director of Sunrev Solar, said the company will bring its most advanced solar technologies “to combine Chinese speed and Egyptian wisdom to efficiently achieve the project’s objectives.”
Waleid Gamal El-Dien, chairman of the Suez Canal Economic Zone, said the project is not only an industrial development but also a major socio-economic milestone. “The choice of Sokhna reflects its competitive advantages, including its strategic location, modern infrastructure, integration with Sokhna Port, and the incentives [the economic zone] provides,” he added.
In November 2024, Chinese manufacturer JA Solar signed an agreement with the Egyptian government to build two solar manufacturing facilities in Egypt. The company is overseeing the construction of a 2 GW solar cell factory and 2 GW solar module factory, partnering with local companies and Abu Dhabi-based Global South Utilities.

Baywa R.E. Selected To Develop 1.2 Gw Of Onshore Wind Energy In SwedenThe agreement covers more than 1.2 GW of onshore wind capacity in Central and Northern Sweden. BayWa r.e. was selected as a partner because of its extensive experience in project development, broad range of relevant expertise and strong track record in delivering projects at scale.

BayWa r.e. Nordic is responsible for the development and implementation of the projects, which together comprise at least 158 wind turbines with a total capacity of just over 1.2 GW. There is potential to expand the collaboration to include solar power and battery energy storage systems (BESS).

The areas identified for development have been selected following an initial internal assessment by BayWa r.e. Nordic and are still in an early planning stage. In addition, dialogue with municipalities and local communities will begin in preparation for the upcoming consultation processes.
The permitting process is planned to be completed within five years.
This partnership strengthens BayWa r.e. Nordic’s presence in the region and adds to the already existing pipeline in the Nordics, which is now exceeding 2.6 GW.

Blue Elephant Energy Secures €200 Million To Develop 1 Gw Clean Energy ProjectsBlue Elephant Energy has secured €200 million in financing from Infranity. The funds will be used for the development and construction of 1 GW of renewable energy capacity across Europe. The €200 million financing has been provided in the form of a Holdco construction facility, with an option to increase it further by €200 million.
Infranity is acting as the sole lender and has directly structured the funding provided to Blue Elephant Energy. The funding will allow Blue Elephant Energy to accelerate its development plans in Europe. The company’s portfolio is primarily located in Western and Central Europe, and it currently has a total capacity of 1,730 MWp.
Earlier in February 2025, Blue Elephant Energy expanded its portfolio in the Netherlands. The company acquired a portfolio with a total capacity of approximately 88 MWp from TPSolar. The portfolio consists of three PV parks spread across the Netherlands, which are at different stages of development.

Delta Electronics Bags 1 Gw Solar Inverter Supply Order From Kp GroupDelta Electronics India has secured an order from KP Group to supply approximately 1 GW of solar photovoltaic inverters. The inverters will be supplied to KP Group over the next 12 months. The agreement is part of three MoUs signed between the two companies to support solar, energy storage, green hydrogen, and electric vehicle (EV) charging infrastructure projects across India and overseas.
Under the MoUs, Delta will supply high-efficiency solar inverters equipped with grid support functionalities such as voltage and frequency ride-through, reactive power support, and low harmonic distortion. Furthermore, the inverters will feature integrated smart monitoring, remote diagnostics, and hybrid compatibility for solar and storage integration.
Additionally, Delta Electronics will also provide after-sales support, including preventive maintenance, rapid troubleshooting, spare parts provision, and technical training tailored for KP Group’s operational teams. The companies will conduct regular joint technology workshops to ensure coordination with Delta’s latest product updates.

Netherlands Allocates 1.8 Gw Of Pv In Latest Sde++ ProgramThe Dutch Ministry of Economic Affairs said it has selected 1,792 MW of photovoltaic projects in the 2024 round of the SDE++ program for large rooftop and utility-scale PV projects, as well as for other renewable energy and CO2 reduction technologies.
The allocated capacity for PV includes 1,237 MW of ground-mounted projects, 448 MW of industrial rooftop systems, and 107 MW of floating PV installations.
In total, the selected projects secured €449 million in subsidies. The available budget for the 2024 program was €11.5 billion ($13.7 billion), of which €5.6 billion was allocated.
Rijksdienst voor Ondernemend Nederland (RVO), the Dutch state agency that manages the SDE++ program, announced that the allocated budget for 2026 will be €8 billion.
The program’s highest budget to date, €13 billion, was allocated in 2022. The ongoing 2025 round also has an €8 billion budget.
For the 2026 round, the application window will open on Oct. 7 and close on Nov. 6. The program remains open to large rooftop and utility-scale PV installations, as well as other renewable energy and CO2 reduction technologies.
For solar projects under 1 MW, RVO said applicants in 2026 will be required to submit a feasibility study to help prevent low-quality or unrealistic proposals.
In June 2024, total installed solar capacity in the Netherlands reached 26.06 GW. DNE Research projects that the Netherlands could reach 59 GW by 2030 and 98 GW by 2035, with long-term estimates ranging from 100 GW to 180 GW by 2050.
Netbeheer Nederland, the Dutch association of electricity and gas network operators, also said in a recent report that total solar capacity could reach between 100 GW and 180 GW by 2050.
