The consortium formed by TotalEnergies and RWE has been selected by the French government as the winner of the Centre Manche 2 (AO8)Â offshore wind tender. The group will be responsible for the design, development, construction, and operation of a 1.5Â GW offshore wind park off the coast of Normandy.
TotalEnergies expects to make a final investment decision (FID) in early 2029, with power generation scheduled to begin in 2033. The French energy group estimates the total investment at €4.5bn, with a state-set tariff of €66/MWh. The project would become France’s largest offshore wind park to date. As part of a strategic review of its investment portfolio, RWE has indicated its intention to exit the consortium, pending approval from the French authorities. Regardless of RWE’s decision, TotalEnergies has confirmed it will move forward with the project, taking on all consortium commitments and plans to bring a new partner on board.
France’s second National Energy and Climate Plan (NECP), published in 2024, sets a target of 41.3% renewable energy in final energy consumption by 2030. Offshore wind capacity is projected to reach 3.6 GW by that time. Looking further ahead, France aims to develop 50 offshore wind parks with a combined capacity of 40 GW by 2050.
