The Dutch government has presented its Offshore Wind Energy Action Plan, allocating nearly €1bn from the national Climate Fund to support the development of 2 GW of new offshore wind capacity in 2026.
Back in May 2025, the government postponed tenders for two offshore wind parks due to worsening market conditions affecting the sector. However, these projects were not cancelled and will be re-tendered later.
In the longer term, a draft law is being prepared to introduce contracts for difference (CfDs), while the action plan also includes the creation of a guarantee fund to facilitate long-term power purchase agreements.
Previously, in 2024, the Netherlands delayed its target to expand offshore wind capacity from 4.7 GW to 21 GW — pushing the deadline from 2030 to the end of 2032 — citing rising costs and supply chain constraints.
