Hz Infrastruktura Plans Partnership Model For New Zagreb – Rijeka Railway Line

Croatian infrastructure operator HZ Infrastruktura has launched a tender for consultancy services to prepare and implement an alliance contract for the construction of the new Zagreb – Rijeka line. The scope of the work includes technical assistance for the future award of construction contracts, as well as for drafting contracts and providing consultancy during the design and construction phases of the Karlovac – Skradnik and Skradnik – Krasica – Tijan sections. Bids may be submitted until 31st March 2026. The contract value is EUR 1.5 million. The alliance model is to be applied for the first time and relies on an integrated project team with joint risk management and a transparent cost model. The planned double-track, electrified line is designed for speeds of up to 160 km/h and includes five new stations, one stop, 17 viaducts and 14 tunnels. The two sections are currently in the design and approval phase. Approvals are expected to be in place by the end of 2026. The total investment for the entire line is estimated at around EUR 3 billion. The Karlovac – Tijani sections received environmental approval in 2025. The new construction will shorten the line by 56 km to 175 km and enable the operation of 750 m long freight trains.
