Singapore And Malaysian Partners Launch Rural Water Pilot Project In Sarawak

HSL Constructor (Singapore) and Weida Resources (Sarawak, Malaysia) have launched the Kampung Kiding Rural Community Water Pilot Project and exchanged a memorandum of understanding (MoU) during the Singapore International Water Week (SIWW) 2026, reinforcing their commitment to advancing sustainable water solutions for rural communities across South East Asia.

The pilot project, located in Kampung Kiding, Kuching, Sarawak, will provide safe drinking water to approximately 325 residents across 65 households using HSL’s SunSpring solar-powered drinking water system. The project also incorporates the TeamSolve Knowledge Twin digital platform and is supported by the Malaysia–Singapore Third Country Business Development Fund (MSBDF).

Supported under the MSBDF, the initiative represents a Singapore–Malaysia collaboration to improve access to safe drinking water through decentralised, climate-resilient water solutions.

The pilot combines HSL’s expertise in modular water treatment technologies with Weida’s local implementation capabilities and stakeholder network to deliver a practical and scalable solution for underserved communities.

Access to safe drinking water remains a challenge for many remote communities across South East Asia, where geographical constraints and limited infrastructure often make conventional centralised water systems impractical.

Before the project, residents of Kampung Kiding relied on untreated water from an upstream dam and rainwater harvesting, supplemented by boiled and bottled water for drinking. The pilot aims to demonstrate how decentralised water treatment solutions can strengthen water security and resilience while reducing dependence on conventional infrastructure.

The Kampung Kiding Rural Community Water Pilot Project is supported by the MSBDF, a joint initiative of Enterprise Singapore (EnterpriseSG) and the Malaysian Investment Development Authority (MIDA) that promotes collaboration between Singaporean and Malaysian companies to develop solutions for regional markets.

The project is also supported by the Singapore Water Association (SWA) and the Malaysia Water Association (MWA) Sarawak Chapter, both members of the South East Asia Partnership for Adaptation through Water (SEAPAW). It reflects SEAPAW’s efforts to strengthen collaboration and knowledge sharing among stakeholders working to improve climate resilience through water across the region. By combining complementary expertise from Singapore and Sarawak, the initiative contributes to wider efforts to improve water security for climate-vulnerable communities.

The MoU establishes a framework for HSL and Weida to collaborate on rural water supply, decentralised water treatment systems and climate-resilient water infrastructure. Lessons from the Kampung Kiding pilot will support the development of a scalable and replicable model for wider deployment across Sarawak and other rural communities throughout South East Asia.

The pilot uses HSL’s SunSpring modular water treatment system, which integrates solar photovoltaic power generation with battery energy storage to provide reliable off-grid operation.

The system employs durable ceramic membrane filtration technology without requiring complex chemical dosing, making it well suited to remote communities with limited operational resources. Its compact, modular design enables rapid deployment and simplified maintenance, while integration with TeamSolve’s AI-powered Knowledge Twin platform supports remote monitoring, preventive maintenance and operational optimisation.

Wong Zeng Yi, assistant managing director (manufacturing) at Enterprise Singapore, said: “Access to clean water is fundamental to sustainable development, and projects like this demonstrate how cross-border collaboration can drive meaningful progress in addressing shared regional challenges. As the first water project supported under the MSBDF, it brings together complementary strengths from both countries to deliver scalable and sustainable solutions for rural communities.”

As climate change continues to place increasing pressure on water resources, decentralised, digitalised and sustainable water systems are expected to play an increasingly important role in improving access to safe drinking water for rural communities across the region.
