Oil & GasEurope is placing a massive wager on hydrogen infrastructure, committing nearly $55 billion to pipeline projects that position the continent as the clear leader in building the backbone for a global clean energy carrier.
According to Industrial Info Resources data released this week, the region accounts for more than 300 of 346 tracked hydrogen pipeline projects worldwide, representing about 90% of the $61 billion in total planned investment.
Asia trails far behind with 34 projects valued at $4.7 billion, while the U.S. has just seven active projects worth $1.6 billion.
The disparity underscores Europe’s aggressive push to decarbonize heavy industry, heating and transport through dedicated and repurposed pipelines, even as challenges in scaling green hydrogen production persist.
Germany and Finland lead the charge within Europe, each with roughly $11.4 billion in planned investment. Germany boasts 123 projects, many clustered in industrial “hydrogen valleys” and cross-border links.
Its flagship Hydrogen Core Network (HCN), backed by transmission system operators and the government, envisions more than 9,000 kilometers of pipelines at a cost of about €19.7 billion ($22.4 billion).
Finland’s ambitions center on fewer but larger initiatives, notably the Nordic-Baltic Hydrogen Corridor, which would link Finland through the Baltic states and Poland to Germany.
Other standout projects include the Baltic Sea Hydrogen Collector and the H2Med corridor connecting the Iberian Peninsula to northwest Europe via subsea and onshore lines.
The European Hydrogen Backbone (EHB) initiative, supported by more than 30 transmission operators across dozens of countries, aims for up to 31,000 km of pipelines by 2030. This will expand to 53,000 km by 2040, with much of it repurposed from existing natural gas infrastructure.
Recent developments include EU Parliament approval in March for funding mechanisms tied to Projects of Common Interest, potentially unlocking tens of billions more, and progress on cross-border links such as Dutch-German and Belgian-Dutch connections.
In the Netherlands, the national hydrogen backbone project has seen its first 32-km segment commissioned in Rotterdam, with full rollout targeted for 2033 after cost revisions.
France and Spain are advancing the BarMar subsea pipeline as part of H2Med, designed to move green hydrogen produced from Iberian renewables northward.
This infrastructure bet aligns with the EU’s REPowerEU plan targeting 10 million tonnes each of domestic and imported renewable hydrogen by 2030.
Proponents argue that pipelines are essential to move molecules from production hubs — often in sunny southern or windy northern regions — to demand centres in industrial heartlands. Yet analysts caution that ambition outpaces reality.
Construction remains limited, with only isolated segments operational or underway, primarily in Germany and the Netherlands.
Many projects face delays from funding gaps, uncertain offtake agreements and slower-than-expected green hydrogen project investment.
Environmental groups have criticized “hydrogen-ready” designs that could initially carry blended or fossil-based gases, potentially locking in fossil infrastructure.
Globally, Europe’s dominance contrasts with slower pipeline-focused efforts elsewhere.
China leads in electrolyser manufacturing and has begun construction on long-distance hydrogen lines, but its dedicated pipeline network remains modest compared to Europe’s plans.
The U.S. emphasizes production incentives through the Inflation Reduction Act and regional hubs, but transmission infrastructure lags.
Reporting from industry sources highlights ongoing European activity, including Nordic-Baltic capacity bookings reaching 87% of projected 2040 volumes and new cross-border partnerships in Central and Eastern Europe.
The stakes are high. Success could cement Europe’s energy security post-Russia gas dependence, create thousands of jobs and give it first-mover advantage in a projected multi-trillion-dollar global hydrogen market.
Failure risks stranded assets and lost competitiveness against faster-moving production powerhouses like China or the U.S. Gulf Coast.
For now, Europe’s $55 billion pipeline gamble signals confidence that building the network will spur the production and demand needed to make hydrogen a cornerstone of the net-zero economy.
Whether supply catches up in time remains the continent’s defining energy test of the decade.
