### Reference Documents– OM No. 293/10/2017-Wind dated **29.10.2025** – Standard Operating Procedure (SOP) for:– Approved List of Models and Manufacturers – Wind (ALMM-Wind)– Approved List of Models and Manufacturers – Wind Turbine Components (ALMM-WTC)– OM No. 293/10/2017-Wind dated **19.08.2019** – Earlier circular on fees for wind turbine models

### Implementing Agency**NIWE** (National Institute of Wind Energy) is responsible for:– Processing applications– Portal development & maintenance for ALMM (Wind) & ALMM (WTC)– Inspection of manufacturing plants– Levying service charges

## Fee Structure

### A. For ALMM-WindFees as per the **19.08.2019 circular** (copy attached with the circular – not detailed in text but referenced).

### B. For ALMM-WTC (Wind Turbine Components)

| S. No. | Description | Fee (Rs.) ||——–|————-|————|| 1 | **Inclusion of a new model or updation** (based on revised type certificate documents) **involving physical inspection** at manufacturing facility for major components: blades, special bearings (main, pitch/blade, yaw), gearbox, generator, tower (including model/type) | **3.0 Lakhs per model** under one major component per manufacturing facility/location || 2 | **Updation of revised documents** (including ISO certificates, excluding type certificate documents) – **No physical inspection** | **50,000** |

## Important Notes

1. **Taxes** (GST, etc.) are **extra** as applicable.2. **Multiple models – Single inspection visit**Total fee for ‘n’ models =**(1.5 Lakhs × n) + 1.5 Lakhs**3. **Concession for small turbines**Fee charges are **50%** for wind turbine components **up to 1 MW**.4. **Payment method** – NEFT/RTGS, net banking, or other online modes to NIWE’s account **at the time of application**.5. Other procedures remain as per the 29.10.2025 SOP and relevant orders.

## Key Business Points

| # | Business Point ||—|—————-|| 1 | **New compliance cost for wind component manufacturers** – Inclusion or update of any major component (blades, bearings, gearbox, generator, tower) in ALMM-WTC now requires a **fee of ₹3 lakhs per model per facility**. || 2 | **Cost advantage for document-only updates** – If no physical inspection is needed (e.g., ISO certificate updates), the fee is only **₹50,000**. || 3 | **Bulk filing benefit** – Manufacturers submitting multiple models from the same facility in a single inspection visit pay a **discounted structure**: (₹1.5L × n) + ₹1.5L instead of ₹3L per model. || 4 | **Small turbine exemption (50% fee)** – Wind turbine components rated **up to 1 MW** are charged at **50%** of the prescribed fees, reducing entry barriers for smaller manufacturers. || 5 | **Mandatory payment upfront** – Fees must be paid **at the time of application** via online modes; no post-approval or deferred payment. || 6 | **NIWE as central processing agency** – Manufacturers must engage with NIWE for application processing, portal management, and physical inspections. || 7 | **Regulatory clarity for wind supply chain** – This circular finalises the cost structure for ALMM compliance, enabling manufacturers to budget for approvals and plan model additions/updates. || 8 | **Separate fees for wind vs. components** – ALMM-Wind fees follow the 2019 circular (not detailed here), while ALMM-WTC has its own new schedule – companies dealing in both must comply with two fee structures. |
