Germany's Federal Network Agency (Bundesnetzagentur)Â has awarded 376 bids with a total of 3.4Â GW of capacity in its latest onshore wind tender (WIN25-3/461). The auction, held on 1 August 2025, was oversubscribed, with 604 bids submitted representing a total capacity of 5.7 GW, compared to a tendered volume of 3.4 GW. Â This marks the second-highest level of participation in an onshore wind auction to date, as developers sought to secure contracts ahead of potential government plans to revise renewable energy subsidies.
Awarded bid prices ranged from €6.39c/kWh to €6.64c/kWh, with a volume-weighted average of €6.57c/kWh. This represents a decrease from €6.83c/kWh in the previous round and remains well below the maximum permitted bid value of €7.35c/kWh.
The next onshore wind tender is scheduled for 1 November 2025.

Totalenergies, Rwe Win 1.5 Gw Offshore Wind Tender In FranceThe consortium formed by TotalEnergies and RWE has been awarded the Centre Manche 2 offshore wind tender (AO8) by the Ministry in charge of Industry and Energy. The consortium will design, construct, and operate a 1,500 MW offshore wind farm off the coast of Normandy. The development of the project will involve an estimated investment of €4.5 billion.Â
Once operational, it is expected to generate nearly 6 TWh of electricity annually, supplying over 1 million households at a tariff of €66 per MWh set by the tender. A final investment decision is anticipated by early 2029 after the conclusion of the necessary studies, and electricity generation is scheduled to begin in 2033.
The project will be operated by TotalEnergies. As a part of regional integration, TotalEnergies plans to establish a dedicated team in Normandy to continue consultations with stakeholders, ensuring the project’s integration with local activities such as fishing. The company will primarily source turbines and cables from European suppliers for the project, supporting the regional and European industrial ecosystem.
Additionally, it has allocated €45 million for environmental mitigation measures, €15 million for biodiversity initiatives in Normandy, and €10 million towards a territorial fund supporting training, education, and cultural projects. Furthermore, TotalEnergies aims to set recycling standards, targeting reuse or repurposing rates of at least 95 per cent for blades, towers, and nacelles, and ensuring full recycling or reuse of generator magnets.

Namibia Approves 3 Gw Of Solar For Hydrogen ProductionNamibia’s Ministry of Environment, Forestry and Tourism (MEFT) has granted an Environmental Clearance Certificate (ECC) for a 3 GW solar project.
The certification has been awarded to developer Zhero Molecules Walvis Bay (Pty) Ltd. The company has also submitted a generation licence application to Namibia’s Electricity Control Board, seeking approval to operate the 3 GW solar plant alongside an accompanying 3,500 MWh of battery energy storage.Â
The solar plant forms part of the wider Zhero Molecules Walvis Bay (zMWB) project that, according to an environmental and social management plan (ESMP) published earlier this year, will span three areas around Walvis Bay, Namibia’s second largest city.
The solar farm will be built on approximately 5,300 hectares of farmland. Once operational, it will supply renewable energy for green hydrogen and green ammonia production in the Erongo region of midwestern Namibia.
A second area of the zMWB project will house the electrolyzers, desalination and ammonia synthesis required, alongside the battery energy storage system, while ammonia storage and port facilities will be located within a third project area within Walvis Bay.
The ministry’s ECC covers the construction and operation of the solar plant and storage system, as well as the construction of substations, access roads and around 110 kilometres of overhead transmission lines that will connect the solar plant to the hydrogen and ammonia plant.
“The Solar PV site is strategically located in a semi-desert area with high solar radiation and minimal biodiversity as well as being situated near key towns like Walvis Bay, the biggest port in the country,” the ESMP says. “The project will contribute to regional and national economic growth through job creation and promoting socio-economic development.”
The ESMP’s conclusion recommended MEFT issue the ECC for the project. The plan also advises the ministry to conduct periodic environmental inspections “to ensure ongoing compliance with the conditions outlined in the ECC, monitor the effectiveness of mitigation measures and support the long-term environmental sustainability of the project.”
The 3 GW solar site is the largest under development in Namibia. According to figures from the International Renewable Energy Agency (IRNEA), Namibia’s cumulative solar capacity stood at 163 MW at the end of last year, the same figure reported the year prior.

Chinese Pv Industry Brief: New Pv Additions For August Total Only 7.3 GwChina's National Energy Administration (NEA) said this week that the country added 7.36 GW of new solar capacity in August, down 33.3% from July. For the first eight months, new solar capacity reached 230.61 GW. By comparison, China installed 16.4 GW of solar in August 2024, with 140 GW deployed in the first eight months of that year. By the end of August, total installed power generation capacity stood at 3.69 TW, up 18% year on year. Solar accounted for 1.12 TW, up 48.5%, while wind reached 580 GW, up 22.1%.
Chinese President Xi Jinping said at the United Nations Climate Change Summit this week that China will pursue three core principles for global climate governance and announced its nationally determined contribution target for 2035. He pledged that by 2035, net greenhouse gas emissions across the economy will fall 7–10% from peak levels, non-fossil fuels will make up more than 30% of energy consumption, and installed wind and solar will reach 3,600 GW, more than six times the 2020 level. China also aims to boost forest stock to more than 24 billion cubic meters, make new energy vehicles mainstream in auto sales, and expand its national carbon trading market to cover all major high-emission industries.
Trina Solar said it commissioned its Dafeng battery factory in Yancheng, Jiangsu province. The facility has a designed annual capacity of 25 GWh and includes workshops for cell manufacturing, module assembly, performance verification and safety testing. It will focus on storage products for global orders and support Trina’s integrated “cell-to-AC side” storage ecosystem. The company said the new base underpins its 2025 delivery target of 8–10 GWh.
The China Nonferrous Metals Industry Association (CNMIA) said prices for n-type dense recharging polysilicon held steady this week, while n-type granular silicon rose 2.02% from last week. N-type dense recharging material traded between CNY49,000–55,000 per ton (USD6,740–7,570), averaging CNY53,200 (USD7,320). N-type granular silicon traded at CNY50,000–51,000 per ton (USD6,880–7,020), averaging CNY50,500 (USD6,950). Wafer prices were broadly stable. N-type G10L monocrystalline wafers (182×183.75mm/130μm) averaged CNY1.32 (USD0.18) per piece; N-type G12R wafers (182×210mm/130μm) averaged CNY1.40 (USD0.19) per piece; and N-type G12 wafers (210×210mm/130μm) averaged CNY1.68 (USD0.23) per piece.

Brookfield, Solarvest Partner On A 1.5 Gw Solar + Storage Project In MalaysiaThe Canadian investment firm Brookfield and the Malaysian solar company Solarvest Holdings have entered into a joint investment framework agreement to develop at least 1.5 GW of solar and battery energy storage projects in Malaysia. Under the agreement, the two companies will jointly develop, build, and operate the projects over the next three to five years. The projects will fall under Malaysia’s key renewable energy schemes, including the Corporate Renewable Energy Supply (CRESS) Programme and the Large Scale Solar (LSS) Programme. According to the framework, a special purpose vehicle (SPV) will be established to carry out the developments, with Solarvest holding a 51% stake and Brookfield the remaining 49%.
This announcement follows recent momentum in Malaysia’s solar sector. In August 2025, subsidiaries of local firms Gentari and Gamuda announced plans to develop 1.5 GW of solar capacity with battery storage to supply hyperscale data centers in the country. In early September 2025, the government approved 13 new solar projects under the fifth round of its Large Scale Solar Programme, with a combined capacity of nearly 2 GW.
As of the end of 2024, Malaysia had an installed solar capacity of nearly 2 GW, representing around 5% of its total electricity generation capacity. The country has set a target to reach 70% renewables in its power capacity mix by 2050, which would require more than a tenfold increase in renewable capacity from 2023 levels.

France Awards 1.5 Gw Offshore Wind Tender To Totalenergies And RweThe consortium formed by TotalEnergies and RWE has been selected by the French government as the winner of the Centre Manche 2 (AO8)Â offshore wind tender. The group will be responsible for the design, development, construction, and operation of a 1.5Â GW offshore wind park off the coast of Normandy.
TotalEnergies expects to make a final investment decision (FID) in early 2029, with power generation scheduled to begin in 2033. The French energy group estimates the total investment at €4.5bn, with a state-set tariff of €66/MWh. The project would become France’s largest offshore wind park to date. As part of a strategic review of its investment portfolio, RWE has indicated its intention to exit the consortium, pending approval from the French authorities. Regardless of RWE’s decision, TotalEnergies has confirmed it will move forward with the project, taking on all consortium commitments and plans to bring a new partner on board.
France’s second National Energy and Climate Plan (NECP), published in 2024, sets a target of 41.3% renewable energy in final energy consumption by 2030. Offshore wind capacity is projected to reach 3.6 GW by that time. Looking further ahead, France aims to develop 50 offshore wind parks with a combined capacity of 40 GW by 2050.

Boviet Solar Boosts Pv Module Production To 3.0 Gw At Greenville, North Carolina PlantBoviet Solar Technology Co., Ltd., a leading solar energy technology company specializing in monocrystalline PV cells and its premium Gamma Series™ Monofacial and Vega Series™ Bifacial PV modules, announced the successful addition of a third PV module production line at its Greenville, North Carolina factory. This expansion increases the facility’s annual PV module production capacity from 2.0 GW to 3.0 GW.
The Greenville PV Module Factory (Phase I), which began operations in April 2025, produces Boviet Solar’s top-performing Gamma Series™ Monofacial and Vega Series™ Bifacial PV modules. The new production line strengthens the company’s ability to meet the growing demand for domestically produced solar products, supporting the United States’ clean energy transition.
In addition, Boviet Solar completed the exterior construction of its Phase II PV Cell Manufacturing Facility in Greenville in late August 2025. The facility is on track to begin mass production in 2026, with a planned annual capacity of 3.0 GW. This will align with the expanded 3.0 GW PV module capacity at the Greenville PV Module Factory, ensuring a fully integrated U.S.-based solar manufacturing operation.
“The addition of a third production line marks another significant milestone in our Greenville journey. It enhances our ability to provide reliable, U.S.-made PV modules while creating high-quality local jobs,” said Marco Marquez, General Manager of Boviet Solar’s Greenville Factory.

This milestone reinforces Boviet Solar’s position as a reliable and long-term partner in the global solar industry, dedicated to producing high-performance products, supporting domestic manufacturing, and advancing the clean energy transition.

Kuwait Forecast To Reach 2.9 Gw Of Solar By 2030, 10.1 Gw By 2035Kuwait is on track to reach 2.9 GW of cumulative solar capacity by the end of the decade, up from a current 50 MW today, according to figures released by Norwegian research company Rystad Energy.
According to figures shared with pv magazine, Rystad Energy is forecasting Kuwait to surpass 1 GW of solar in 2029. The country’s solar capacity is then expected to grow more rapidly during the first half of the next decade, projected to reach 4.2 GW in 2031, 5.6 GW in 2032, 7 GW in 2033, 8.6 GW in 2034, and 10.1 GW in 2035.
Kuwait has set a target of increasing the share of renewable energy in its electricity generation from less than 1% today to 15% by 2030.
Rystad Energy’s analysis suggests that the target could be out of reach, with researchers projecting total renewable capacity – consisting of solar, onshore wind and solar thermal energy – will reach 3.3 GW by 2030, equivalent to 7% of Kuwait’s power generation, increasing to 11 GW by 2035, for around 20% of Kuwait’s power generation.
Major investments in both grid reliability and solar energy are planned in Kuwait as the country works to counter rising temperatures, aging energy infrastructure and unplanned power outages that make imports unavoidable. The nation is also planning to reduce domestic oil consumption by gradually replacing oil with natural gas in its power generation mix, both to free up crude for export and increase its reliance on renewables.
Nishant Kumar, an analyst for Rystad Energy, told pv magazine that Kuwait has made notable strides in advancing solar energy, particularly through the 1.1 GW Shagaya Renewable Energy Park tender, which revealed a list of six prequalified bidders in June.
Kumar suggested that to further accelerate solar deployment, regulatory processes should be streamlined via a single-window clearance system to speed up project timelines. He also said fostering public-private partnerships will be crucial to both unlocking new financing opportunities and accelerating large-scale solar projects.
Existing grid infrastructure must be upgraded, Kumar added, while investments in smart grids and energy storage will be necessary to handle the variability of solar power.Â
Kumar also called for Kuwait to adopt a nationwide net metering policy. “Given that the country benefits from subsidized fossil fuels, leading to low electricity prices for end consumers, implementing a clear, nationwide net metering policy is vital to promote both residential and commercial solar installations,” Kumar explained. “This policy should feature transparent compensation rates and simplified application processes to effectively incentivize consumers to adopt solar technologies.”
In May, the Kuwait Authority for Partnership Projects launched a tender for two solar power plants with a combined capacity of 500 MW in the Jahra region of Kuwait. The project is part of the Shagaya Renewable Energy Park, which consists of several renewable energy power plants, including wind, solar, concentrated solar power and battery storage.

Brookfield, Solarvest To Develop 1.5 Gw Of Renewable Projects In MalaysiaBrookfield has entered into a joint investment framework agreement with Solarvest Holdings Bhd to jointly develop, construct, and operate more than 1,500 MW of utility-scale solar and battery energy storage system (BESS) projects. These projects will be developed in Malaysia over the next three to five years.Â
Solarvest will provide its local development expertise and experience in project execution, while Brookfield will contribute large-scale capital access, corporate offtake relationships, and operational capabilities. Furthermore, the initiative marks Brookfield’s first investment in Malaysia through its Catalytic Transition Fund, which is Brookefield’s investment vehicle to focus on accelerating decarbonisation in emerging markets.
Solarvest, founded in Malaysia, is a clean energy company with presence across Asia-Pacific. The company has a renewable portfolio of more than 2,300 MW of completed and ongoing projects. Additionally, it has also diversified into other clean energy segments, including hydrogen, BESS, data centres, energy efficiency, and low-carbon mobility.
In January 2025, Solarvest signed a MoU with Saigon Jim Brother’s Corporation (EVM) and Power Engineering Consulting Joint Stock Company 2 (PECC2) to advance renewable energy adoption in Vietnam. The partnership will utilise the direct power purchase agreement mechanism via the national grid to supply green electricity to EVM’s operations in the country.

Nofar Secures 1 Gw Of Us Solar Project PortfolioNofar USA, a wholly-owned subsidiary of Nofar Energy, has secured more than 1,000 MW of solar development projects across several US markets through acquisitions and exclusive development agreements. The transactions will expand the company’s portfolio to include both utility-scale and distributed generation projects.Â
Commercial operations for these projects are scheduled between 2026 and 2029. The solar portfolio covers projects at different stages of development, ranging from early-stage to ready-to-build status. These projects are spread across multiple regional transmission organisations and independent system operators.
In March 2025, Nofar USA and Qcells USA signed an agreement to develop and construct two battery energy storage system (BESS) projects in Texas with a combined capacity of 350 MW and a two-hour duration (700 MWh). The projects, namely Bracero Pecan (230 MW/460 MWh) in Reeves County and Fairway (120 MW/240 MWh) in Freestone County, are in the final stages of interconnection approvals and are scheduled to come online in 2027.
