The Solar Energy Corporation of India (SECI) has announced the winners of its 2,000 MW interstate transmission system-connected solar power projects with 1,000 MW/4,000 MWh energy storage systems. The winners, along with the capacities, include: Shivalaya Construction – 600 MW, Purvah Green Power – 300 MW, Welspun Renewable Energy – 200 MW, and MB Power (Madhya Pradesh) – 150 MW. Furthermore, Banyan Insolation won 100 MW, Stockwell Solar Services – 80 MW, LC Infra Projects – 50 MW, and Oswal Cables – 50 MW. These company secured their respective capacities at a tariff of Rs 2.86 per kWh
Additionally, SAEL Industries won 300 MW, GH2 Solar – 50 MW, and Navayuga – 120 MW. These companies quoted a tariff of Rs 2.87 per kWh. The tender was floated in June 2025.
Earlier in September 2025, SECI issued a request for selection for setting up 3,640 kW grid-connected rooftop solar photovoltaic projects under the renewable energy service company mode through tariff-based competitive bidding (RTSPV-Tranche-IV).

With renewable energy landscape undergoing a shift towards hybrid and storage integration, rising corporate demand, and increased use of digital tools, how are developers adapting to this evolving environment?
Three trends are defining the next phase of India’s renewable market. First is the rise of hybrids and storage. Round-the-clock solutions are displacing the traditional baseload model, with BESS, solar, and wind integration becoming the anchor for reliable 24/7 supply. ENGIE aims to operate 7 GW of renewable and storage capacities in India by 2030, with 75% of new capacity solar-linked, and every future project designed with storage integration.
Second is the surge in corporate demand. Corporate PPAs and VPPAs are projected to grow from 12 GW in 2023 to 100 GW by 2030, as industries decarbonize supply chains. ENGIE is bringing its global 4.3 GW corporate PPA experience in 2024 to India, tailoring contracts that include storage and providing geographic flexibility through VPPAs.
Third is the digital transformation of renewable operations. AI-enabled forecasting, predictive O&M, and real-time optimization are reducing costs and improving dispatchability. What are the key enablers that will support ENGIE in achieving 7 GW of installed RE capacity by 2030 in India?
India’s renewable energy market is entering a transformative phase, poised for exponential growth driven by a convergence of policy support, technological innovation, and rising corporate climate commitments.
We have invested over €1 billion in the country in the first decade of operations in India (2014-2025), built a portfolio of 2.3 GW across seven states, and signed long-term PPAs with SECI, NTPC, NHPC, GUVNL, and SJVNL. By 2030, we aim to reach 7 GW of installed renewable capacity, with a strong focus on hybrid and storage-backed projects.

Can you share some of ENGIE’s key renewable energy projects in India?
The 200 MW Raghnesda solar power project in Gujarat’s Banaskantha district exemplifies ENGIE’s ability to deliver under pressure. Commissioned in August 2021 amidst the COVID-19 pandemic, the project was completed in just 18 months with a zero-infection record—underscoring our uncompromising commitment to health, safety, and operational continuity.
Developed by our wholly owned subsidiary, Electro Solaire Pvt. Ltd. (ESPL), the plant supplies approximately 546 GWh of clean energy annually, offsetting over 387,000 tons of CO₂ emissions. It operates under a 25-year PPA with Gujarat Urja Vikas Nigam Limited (GUVNL).
The 250 MW Kadapa solar power project spans 5,930 acres in Andhra Pradesh’s Kadapa Ultra Mega Solar Park, and is one of India’s largest commissioned projects till date. Developed by SolairePro Urja Pvt. Ltd. (SPUPL), it was commissioned in two phases between June 2019 and March 2020. The project uses advanced string inverters to enhance efficiency and system accessibility, and supplies power under a 25-year PPA with NTPC Limited.
Jointly inaugurated by Prime Minister Narendra Modi and French President Emmanuel Macron, the 75 MW Mirzapur solar plant is a landmark in bilateral renewable cooperation. Spread across 385 acres in Dadar Kalan village, the plant uses over 318,000 solar panels to generate 190 million units of clean electricity annually. Commissioned in March 2018, it remains one of Uttar Pradesh’s largest solar projects.
Located in Rajasthan’s high-irradiation Thar Desert, the 140 MW Bhadla Solar Project was the first in India to deploy water-free robotic cleaning systems. These autonomous robots, remotely controlled via a cloud-based platform, combat heavy dust accumulation from desert storms and are expected to save over 2 billion litres of water over the plant’s 25-year lifecycle.

France Adds 4.2 Gw Of Solar In First Nine Months Of 2025From pv magazine France
French distribution network operator Enedis reported 1,507 MW of new PV capacity connected to the grid in the third quarter of 2025, including 82 MW equipped with storage.
Combined with 1,407 MW connected in the first quarter and 1,358 MW in the second, total new capacity reached 4,272 MW in the first nine months of 2025.
The figures reflect a slight year-on-year decline from 2024, when 3,374 MW had already been connected by the same period. Enedis noted that 2024 ended with a record 4.6 GW of new PV capacity added to its network.
As of Sept. 30, 212 MW were connected to the low-voltage grid below 36 kW, including 13 MW with storage. Another 85 MW were connected in the 36 kW to 100 kW range, 611 MW between 100 kW and 250 kW, and 599 MW to the high-voltage grid, of which 69 MW were coupled with storage.
By type of usage, 1,163 MW were for full grid injection, 315 MW for self-consumption with surplus injection, and 29 MW for self-consumption only. France’s cumulative installed PV capacity stood at 24.85 GW at the end of June 2025.

Drc And Hydro-Link Sign Deal To Import 1.2 Gw Of Power From AngolaThe Democratic Republic of Congo (DRC) has signed a Memorandum of Understanding (MoU) with the US-based energy company Hydro-Link to construct a transmission line that will import 1.2 GW of electricity from Angola.
The project aims to transmit surplus hydropower from Angola to the DRC’s southeastern opperbelt region, where mining and industrial operations are frequently affected by power shortages.
The 400 kV double-circuit transmission line will span approximately 1,150 kilometers. The project is expected to be commissioned in 2029.
This agreement marks the completion of a series of preliminary MoUs needed to advance the project. Hydro-Link initially signed a framework agreement with its Swiss-based partner
Mitrelli in June 2025 (KEI, 26/06/2025), followed by subsequent accords with both Angola and the DRC.
Several key steps remain before construction can begin, including licensing and securing project financing.

From pioneer to leading player in repowering in France
Many of France's existing wind farms are gradually reaching the end of their economic lifespan after 20 years. The industry estimates that, as of early 2025, almost 5.8 GW could be repowered in France, which means around 3,400 wind turbines would need to be dismantled over the next seven years.
Recognizing this potential early on, Q ENERGY is a pioneer in the field of repowering in France. The company began exploring this field in 2016, defining the end-of-life strategy for its historic Souleilla-Corbières wind farm in Treilles, Occitanie.
Almost ten years later, Q ENERGY has built on this success to establish itself as a major player in the French market. It has entered into five partnerships with various plant owners, covering a project volume of over one gigawatt. Approximately 200 MW of these projects have already been permitted.
Following the completion of the repowering of the Souleilla-Corbières wind farm in 2023, Q ENERGY is currently dismantling and rebuilding two other large-scale projects. While the Cuxac wind farm in Cuxac-Cabardès, Occitanie, is being rebuilt on the same site, the Marsanne wind farm in Auvergne-Rhône-Alpes is undergoing a more complex transformation, with the turbines being relocated beyond the original wind farm borders.

Mexico Targets Up To 9.5 Gw Of Solar And Wind By 2030From pv magazine Mexico
Sener, Mexico’s energy ministry, has published the Programa de Desarrollo del Sistema Eléctrico Nacional (Prosener) 2025-30, which prioritizes renewables and energy storage to strengthen the electricity system. The plan projects between 6,400 MW and 9,550 MW of new generation capacity, 96% from solar and wind, with clean power expected to account for 38% of total generation by 2030.
Prosener combines public investment with private participation in generation and storage, alongside measures to promote efficiency, technological innovation, and electrification. The plan also emphasizes grid flexibility through storage and backup systems to manage intermittent output from renewables.
The strategy retains natural gas as a balancing source and proposes expanding and modernizing gas transport and distribution to secure supply for power plants and industry. Pemex will maintain refining operations under plans to reduce fuel imports and improve refinery efficiency.
Sener’s plan keeps a mixed electricity market in which the CFE will supply at least 54% of grid electricity, with private generators providing the remainder. CFE reported that distributed solar capacity rose by 1.09 GW in 2024, reaching 4.42 GW by year-end.
Analysts have projected higher growth than Sener’s baseline. A SolarPower Europe–Global Solar Council report in August estimated that Mexico could reach 15.2 GW of solar by 2028 and 17 GW by 2029, while Ember noted that 36 GW of solar paired with 30 GWh of batteries could raise renewables’ share to 45% by 2030.
Prosener also envisions hydro, geothermal, and biomass generation to diversify the energy mix. The plan includes measures to optimize hydro capacity, expand geothermal projects, and promote use of agricultural and industrial residues for energy.

Singapore Approves 1 Gw Hydropower Import Project From MalaysiaSingapore’s Energy Market Authority (EMA) has granted conditional approval to Sembcorp Utilities Pte. Ltd. to import 1 GW of low-carbon electricity.
Under the terms of the agreement, Sembcorp Utilities will work with its consortium partner, Malaysia's Sarawak Energy Berhad, to import the electricity from hydropower sources within the Malaysian state of Sarawak to Singapore.
A statement from EMA says it preliminarily assessed the consortium’s project proposal to be technically and commercially viable.
The project partners will now need to secure requisite approvals from relevant jurisdictions for the project to progress. EMA’s conditional approval means it will provide the consortium with regulatory support to continue developing the project, which is currently expected to reach commercial operations around 2035.
EMA’s statement adds it will continue to engage all companies with “credible and commercially viable import proposals” that can help decarbonize the country’s power sector.
Singapore currently relies heavily on imported fossil fuels but, according to analysis by the International Solar Energy Society, could import solar energy from nearby nations Indonesia, Malaysia, Thailand and Australia through undersea HVDC cables.
In September 2024, EMA gave conditional approval to a collaboration between Shell and Vena Energy to export 400 MW of solar power from the Riau Islands in Indonesia to Singapore.
In June 2025, the governments of Singapore and Indonesia signed an agreement to build a solar panel industry in the Riau Islands as part of wider plans to enable cross-border clean energy trading between the two nations.
A recent report from the International Energy Agency said integration of solar and wind energy across Southeast Asia will be crucial to meet the region’s growing electricity demand.

3.5 Gw Solar+4.5 Gwh Bess Project Moves Forward In The PhilippinesThe Philippines' energy regulator ERC has approved the application from the world’s largest solar-plus-battery project under construction to develop and operate its own transmission network. The MTerra Solar Project, developed by Terra Solar Philippines Inc. (TSPI), a wholly owned subsidiary of SP New Energy Corp, is a 3.5 GW solar power installation paired with a 4.5 GWh battery energy storage system (BESS). The project will be executed in two phases, and the first phase, which will feature approximately 2.5 GW of solar capacity alongside 3.3 GWh of BESS and the construction of a 500 kV transmission line to the Nagsaag-San Jose connection, is scheduled for completion in 2026.

Netherlands Opens Auction For 1 Gw Nederwiek 1-A Offshore Wind FarmThe Netherlands Enterprise Agency (RVO) has launched a streamlined auction for the 1 GW Nederwiek 1-A offshore wind project, located 95 km off the west coast of Texel. Developers have until 30 October 2025 to apply for a permit for the site. The wind park will be connected to a TenneT platform that provides a 2 GW direct current link to an onshore station near Borssele. The winning bidder is expected to be announced in spring 2026, with construction scheduled to begin no earlier than 2030.
Initially, two 2 GW lots were planned for auction in September 2025, but in 2024, the Ministry of Economic Affairs and Climate Policy decided to halve the project’s scale. The government anticipates that this reduction will help limit risks and encourage greater participation from market players.

Chinese Pv Industry Brief: Energy China Secures 5 Gw Epc Deal In Saudi ArabiaChina Energy Engineering Corporation (Energy China) announced that a consortium formed by its subsidiaries — China Energy International Construction Group, Guangdong Thermal Power Engineering, and Northwest Electric Power Design Institute — had signed three engineering, procurement and construction (EPC) contracts for renewable energy projects in Saudi Arabia. The consortium partnered with a project company jointly established by the Saudi International Company for Power and Water, the Public Investment Fund (PIF), and Aramco Power. The total contract value amounts to USD 2.745 billion (CNY 19.55 billion). The projects will comprise 3 GW of wind power and 2 GW of solar power, with completion expected within 30 months.
GCL Technology Holdings Ltd. reported that its photovoltaic materials business returned to profitability in the third quarter of 2025, marking a turnaround after prior losses. The company posted a profit of around CNY 960 million (USD 132 million) for the quarter, compared with a net loss of CNY 1.81 billion (USD 249 million) in the same period last year. GCL also disclosed that its average production cash cost for granular silicon — including R&D expenses — fell to CNY 24.16 per kilogram (USD 3.32), down 10.8% from CNY 27.07/kg (USD 3.72) in the first quarter. The company said this cost level meets the latest national standards under China’s Energy Consumption Limits for Polycrystalline Silicon and Germanium Products guidelines.
DMEGC Magnetics released its earnings forecast for the first three quarters of 2025, projecting a net profit between CNY 1.39 billion (USD 191 million) and CNY 1.53 billion (USD 211 million), up 50.1%–65.2% from CNY 926 million in the same period last year. As of the end of June 2025, the company’s total assets stood at CNY 25.33 billion (USD 3.48 billion), with a debt-to-asset ratio of 56.99%. By business segment, photovoltaics remains DMEGC’s core growth driver, contributing CNY 8.05 billion (USD 1.11 billion) in revenue during the first half of 2025, up 36.6% year-on-year and accounting for 67.5% of total revenue. The magnetic materials and lithium battery segments remained stable, generating revenues of CNY 1.94 billion (USD 267 million) and CNY 1.29 billion (USD 177 million) respectively, each up roughly 4% year-on-year.
Leascend Technology Co., Ltd. announced the termination of a major asset restructuring plan. The company had previously proposed to acquire a 69.71% stake in Xingchu Century Technology Co., Ltd. through a combination of share issuance and cash payment, while also planning to raise supporting funds through a private placement to its subsidiary Hainan Leascend Technology Co., Ltd. Leascend said the decision to terminate the deal was due to the parties’ failure to reach an agreement on key terms such as valuation and transaction price.
