Infrastructure Ontario

(IO) and

Metrolinx

have issued a request for proposals (RFP) to 11 shortlisted developers for the Yonge North Subway Extension (YNSE) station, rail and systems contract.

The YNSE project will extend the

Toronto Transit Commission's (TTC) Line 1 subway

service about 5 miles from its current terminus at Finch Station into the city of Richmond Hill. The line will run through Toronto and York Region, where it will connect with York Region Transit and Go Transit services, according to the

project website

.

The station, rail and systems contract will be awarded through an owner-formed alliance procurement model. The contract is made of three distinct work packages.

The underground works package includes the construction of stations and civil work for the Steeles, Clark and Royal Orchard stations, Finch Transition Box and ancillary structures. Four developer groups were invited to bid on this portion of the contract.

The surface works package includes construction of at-grade stations and civil works for bridge and high tech, a train storage facility and portal structure. Four groups were shortlisted for this portion of the contract.

The design and systems integration portion covers all rail, systems and train storage facility work. Three groups were selected to bid on this section of the contract.

At the end of the RFP period in late 2026, Metrolinx will select one developer group for each

work package.

The selected developers will then enter into a project alliance agreement with Metrolinx, IO officials said in a press release.
