Amey, Costain And Dragados Secure £840M Tfl Infrastructure Framework

Transport for London (TfL) has appointed Amey, Costain and Dragados to a new £700M infrastructure improvement framework.

The framework covers construction works across the city of London, including early contractor involvement on infrastructure improvement projects, as well as design and build services. Projects will be allocated to the three framework contractors on a direct-allocation basis, with TfL retaining the option to run “mini‑competitions” for individual call‑off contracts.

TfL estimates the total framework value at £700M (£840M including VAT) with the initial term expected to run from 15 June this year to 14 June 2028. London’s transport body will be able to extend the arrangement by up to two further years, taking the potential maximum term to four years.

Works under the framework are expected to include construction, electrical and mechanical installations, as well as communications and signalling-related work.

The contract notice further mentions the three winners will provide architectural and engineering services, including urban planning and landscape architecture. TfL has singled out priorities such as station upgrades and projects to support its step‑free access programme.

The transport provider said it will allocate a workbank of projects to the appointed contractors according to its allocation principles that it will monitor and revisit throughout the framework. The award notice also stated the allocations will aim to manage distribution of work across the three suppliers rather than favouring a single contractor.

Six bidders participated in the final stage of the procurement with the three unsuccessful applicants being Morgan Sindall Construction & Infrastructure, Octavius Infrastructure and Taylor Woodrow Infrastructure.

TfL is undertaking a substantial programme of infrastructure work to modernise parts of London’s transport network and to deliver accessibility improvements.

Costain has previously worked with TfL on schemes such as the A40 Westway refurbishment while Amey and Dragados also have established records in rail and civil engineering projects in the UK.
