Emphasis was placed on highways serving as catalysts for economic activity rather than merely transport arteries.

The party leader urged the state administration to facilitate coordination with central agencies, expedite land clearances and streamline approvals to ensure projects progress without undue delay. He encouraged the adoption of modern construction techniques, rigorous quality control and transparent procurement to deliver durable assets.
