STV Names Tim O’Brien to Vice President, One Water Leader in Texas and Oklahoma

– STV today announced that Tim O’Brien, PE, ENV-SP, has joined the firm as vice president and One Water regional market leader. Based in Dallas, O’Brien will lead STV’s One Water strategy, which aims to deliver integrated solutions that address the full water cycle, from water and wastewater supply and treatment to reuse and resilience.

O’Brien brings nearly 30 years of experience advancing major water and wastewater programs for leading utilities, including the New York City Department of Environmental Protection, the City of Atlanta, Gwinnett County, GA, Dallas Water Utilities and Trinity River Authority of Texas. O’Brien has led multidisciplinary teams, managed construction contracts exceeding $100 million and guided long‑range planning for regional wastewater systems and energy-efficiency programs. His work has helped utilities expand treatment capacity, improve system reliability and advance critical maintenance and rehabilitation programs that modernize aging infrastructure.

O’Brien holds a master’s degree in environmental engineering and a bachelor’s degree in civil and environmental engineering from Southern Methodist University. He is an active member of the American Water Works Association and the Water Environment Federation.
