RailwayIn its 2026/27 budget, the Ugandan government has earmarked around EUR 2.2 billion (UGX 8.79 billion) for transport infrastructure and confirmed the construction of the Malaba – Kampala standard-gauge railway (SGR) line as an ongoing project. Finance Minister Henry Musasizi presented the budget framework on 11th June 2026. The total budget amounts to over EUR 22 billion. Funding for the transport sector is earmarked for roads, bridges, railways, airports and other logistics infrastructure. According to Musasizi, construction of the SGR section from Malaba on the border with Kenya to Kampala is already well advanced. The project is intended to accelerate rail freight transport and improve Uganda’s integration into East African trade corridors. The budget links investment in rail infrastructure to other economic policy objectives such as oil production, industrialisation, agricultural value chains and regional competitiveness. For 2026/27, the government forecasts economic growth of 10.2%. The state budget is financed through domestic revenues, borrowing, external budget support, project financing and domestic debt restructuring.
