Italy Is Allocating A Further Eur 4 Billion To Modernise The Rail Network

The Italian Ministry of Infrastructure and Transport (MIT) and the rail infrastructure manager Rete Ferroviaria Italiana (RFI), part of the FS Group, have signed the 2025 update to the 2022–2026 Programme Contract – the Investment component, through which EUR 4 billion is allocated to continue the modernisation and development of the national rail network.

The update to the contract completes the procedure laid down by Italian legislation, following the notification sent in December 2025 to CIPESS (the Interministerial Committee for Economic Planning and Sustainable Development).

The new funds will finance investments in Italy’s railway infrastructure. Of the total amount, EUR 1.7 billion consists of earmarked funds, allocated through various legislative acts and funding programmes, including the Floods Decree, the A22 funds, programmes for the continuation of public works and cost updates, the regional operational programmes in Sicily and Calabria, as well as agreements concluded with local authorities.

A further EUR 2.2 billion comes from the 2025 Budget Act and consists of funds without a pre-determined purpose. Half of this amount, namely EUR 1.1 billion , will be used to continue projects already under way and investment programmes, whilst the remaining EUR 1.1 billion will cover the outstanding financial requirements and additional costs associated with projects funded under the National Recovery and Resilience Plan (NRRP).

The 2025 update supplements the 2022–2026 Programme Agreement and reaffirms the joint commitment of the Ministry of Transport and Infrastructure and RFI to continuing the programme for the development, technological modernisation and expansion of Italy’s railway infrastructure.

The new financial resources will ensure the continuity of strategic projects already planned and will support the implementation of the investments provided for under the NRRP, helping to accelerate the works currently underway.

According to the Italian authorities, these investments will enable the development of a more efficient, modern, safe and sustainable rail network, for both passenger and freight transport, whilst also strengthening the competitiveness of the Italian economy and mobility across the country.
