Kvf Supports Initiative To Protect The Railway Infrastructure Fund

On 24th March 2026, the Swiss Parliament’s Transport and Telecommunications Committees (KVF) approved a preliminary decision on the Engler parliamentary initiative. This means that funds from the railway infrastructure fund are not to be used for the general federal budget. Following discussions on fund-related issues, VAT and input tax deductions, it was concluded that the funds must be used for the intended infrastructure tasks. The Council of States’ KVF-S committee was tasked with drafting a bill to this effect. The committee also revisited Motion 25.3949 on modal shift policy. Following an amendment by the Council of States, the National Council’s Commission KVF-N proposed the adoption of the amended version. Funds released from the Rolling Motorway (RoLa) scheme are to be utilised in the short term within the framework of the current legal situation. In the medium term, the deletion of Article 8(2) of the Freight Transport Modal Shift Act is envisaged. The committee postponed deliberations on the Geneva cantonal initiative for improved rail connections and on the parliamentary initiative to strengthen the agglomeration programmes in order to incorporate the results of the consultation on the Transport 45 bill.
