RailwayThe 2027 draft budget reallocated federal funding for the railway network toward new construction and expansion and cut funding for several subsidy programmes. Total capital expenditures for the federal railway infrastructure were slightly below the 2026 level. The special fund allocated EUR 11.5 billion for the existing railway network, which is just under EUR 5 billion less than in 2026. Additionally, EUR 3.5 billion was to be allocated from the defence budget as an infrastructure contribution toward maintaining the railways. Around EUR 2.2 billion was budgeted for ERTMS in 2027, down from EUR 2.5 billion in 2026. Funding for new construction and expansion in the Ministry of Transportation’s core budget rose to EUR 2.2 billion from EUR 1.8 billion. Construction cost subsidies from the defence budget were set to increase to EUR 681.5 million. The allocations for the subsidy programme were lower than in 2026. Track-access charge subsidies for rail freight transport fell to EUR 200.3 million and for long-distance passenger rail transport to EUR 5.3 million. Funding was also cut for intermodal transport, rail sidings, single-wagon transport, non-federally owned infrastructure under the long-distance rail freight transport promotion act SGFFG, and innovations in rail freight transport.
